The Twitter Engineering Blog announced that they are now implementing a new Java server called Blender, that will dramatically increase the speed of your searches, while giving you lesser "fail-whales".
Search speed increased from 800 ms to 250 ms, and the server-side CPU load was cut by about half. So that's how there will be fewer "unexpected problems" and fail-whales appearing.
